Moisture trapped under a floor covering can become a highly alkaline environment. Concrete has a naturally high pH and when moisture pools under the floor, the pH can cause adhesives to deteriorate. In this photo, the floor adhesive has liquefied completely and is oozing upward where foot traffic can spread it around making for both an unsightly mess and a dangerous walking surface.
